CLI Prototype

Fern CLI generation is a P2 prototype lane. It must not block the v0.1.1 protocol, SDK, docs, or hosted readiness gates.

Before publication, a generated CLI must be compared against the existing TraceDB CLI surface and prove JSON output, auth, dry-run behavior, structured errors, and remote CI validation.
